미국 국무부, 북한 위장취업 IT 관련 기술자 67억원 현상 수

16일(현지 시간) 미 국무부에 따르면 한지호와 진천지, 쉬하오란이란 이름을 쓰는 이들은 60여 명의 가짜 미국인 신분을 만들어내 무려 300개 안팎의 현지 회사에 불법 취업했다. 한지호 등은 일반 기업뿐 아니라 미 정부기관 두 군데에도 최소 3차례에 걸쳐 위장 취업을 시도했으나 실패한 것으로 전해졌다.
세 사람은 미 회사 측에 자신들이 미국에서 거주며 재택근무하는 소프트웨어·앱 개발자인 것처럼 위장했다. 하지만 미 국무부는 이들이 실제로는 탄도미사일 개발 등을 관장하는 북한 군수공업부와 연관된 ‘숙련된 IT 종사자’로 파악하고 있다.
이들의 불법 취업이 가능했던 건 미국에서 그들을 도운 현지인들이 있었기 때문이다. 미 법무부는 16일 “애리조나 주에 거주하는 미국인 크리스티나 채프먼(49)을 공범으로 전날 체포했다”고 밝혔다.
미 법무부에 따르면 채프먼은 2020년 10월부터 지난해 10월까지 한지호 등을 위해 미 기업과 정부기관들의 채용공고 조건에 맞는 가상 프로필을 만들었다. 운전면허증이나 사회보장카드 등 지원에 필요한 신분증도 조작했다고 한다. 수표로 지급된 임금을 불법 세탁하는 과정에도 관여했다.
이날 법무부가 공개한 기소장은 채프먼의 집을 이른바 ‘노트북 공장(laptop farm)’이라 묘사하고 있다. 가짜 미국인 수십 명의 주소지로 조작한 뒤, 각 회사에서 지급한 업무용 노트북 수십 대을 동시에 돌리고 있었기 때문이다.
채프먼이 어떻게 북한과 연루됐는지는 아직 명확하지 않다. 다만 그는 2020년 3월 비즈니스 플랫폼인 링크드인에서 신원 미상의 인물이 “위장 취업을 위해 미국인 보증인(face)가 되어달라”고 요청한 것을 받아들이며 범죄에 가담한 것으로 알려졌다.
한지호 등이 위장 취업한 곳은 유명 기업도 적지 않다. 미 법무부는 “경제매체 포천이 선정한 미 500대 기업도 포함됐다”며 “5위 안에 드는 전국 TV네트워크와 항공 방위산업체, 실리콘밸리 기업, 자동차업체, 미디어 엔터테인먼트 회사 등도 있다”고 설명했다.
앞서 미 법무부는 채프먼 등에게 가짜 계정을 만들어 넘긴 우크라이나 국적의 올렉산드르 디덴코(27) 등 5명도 기소했다. 디덴코는 7일 폴란드에서 체포됐다. 법무부는 “북한 정부는 수 년간 핵 자금을 조달하기 위해 미 시장에 침투하려는 작전을 벌여왔다”며 “이번 사건은 IT ‘인력 사기’와 관련해 기소한 최대 규모”이라고 밝혔다.
미 국무부는 1984년부터 테러정보 신고포상 프로그램인 ‘정의에 대한 보상’을 통해 테러나 사이버 공격 등에 대한 제보를 받고 있다. 미 대북제재 위반으로 처음 이 프로그램에 이름을 올린 건 2022년 싱가포르 국적자 궉기성(kwek kee seng)이었다.
